The rasha flee when none pursueth; but the tzaddikim are bold as a lion.
For the peysha eretz (land in rebellion) many are the sarim (rulers) thereof, but by an adam meiven yodei'a (a man of wisdom and knowledge) shall be lasting order.

גֶּ֣בֶר SDBH leader רָ֭שׁ SDBH A destitute וְעֹשֵׁ֣ק SDBH who oppresses דַּלִּ֑ים SDBH the poor מָטָ֥ר SDBH rain סֹ֝חֵ֗ף SDBH is like a driving וְאֵ֣ין SDBH that leaves no לָֽחֶם׃ SDBH food
A gever rahsh (poor man) that oppresseth the dalim (poor ones) is like a sweeping matar (rain) which leaveth no lechem (food, crop).

עֹזְבֵ֣י SDBH Those who forsake ת֭וֹרָה SDBH the law יְהַֽלְל֣וּ SDBH praise רָשָׁ֑ע SDBH the wicked וְשֹׁמְרֵ֥י SDBH but those who keep ת֝וֹרָ֗ה SDBH the law יִתְגָּ֥רוּ SDBH resist בָֽם׃פ them
They that forsake the torah praise the rasha, but such as be shomer over the torah contend against them.
Anshei rah understand not mishpat, but they that seek Hashem understand all things.
Better is the rahsh (poor) that walketh in his integrity, than he that is perverse in his drakhim (ways), though he be rich.
He who keepeth torah is a ben meiven, but he that is a companion of zolelim (gluttons) shameth aviv.
He that by neshekh (interest) and increase increaseth his substance, he shall gather it for him that will pity the dalim (poor ones).
He that turneth away his ozen from mishmo'a torah (heeding torah), even his tefillah (prayer) shall be to'evah (abomination).
He who causeth the yesharim (upright ones) to go astray in a derech rah, he shall fall himself into his own trap, but the blameless ones shall inherit tov.

חָכָ֣ם SDBH is wise בְּ֭עֵינָיו SDBH in his own eyes אִ֣ישׁ SDBH man עָשִׁ֑יר SDBH A rich וְדַ֖ל SDBH but a poor man מֵבִ֣ין SDBH with discernment יַחְקְרֶֽנּוּ׃ SDBH sees through him
The ish oisher is chacham in his own eyes, but the dal meiven (poor man with understanding) searcheth him out.
When tzaddikim do triumph, there is rabbah tiferet (great glory), but when the resha'im rise, the people go into hiding.

מְכַסֶּ֣ה SDBH He who conceals פְ֭שָׁעָיו SDBH his sins לֹ֣א SDBH will not יַצְלִ֑יחַ SDBH prosper וּמוֹדֶ֖ה SDBH but whoever confesses וְעֹזֵ֣ב SDBH and renounces them יְרֻחָֽם׃ SDBH will find mercy
He that covereth his peysha'im (sins) shall not prosper, but he who confesseth and forsaketh them shall find mercy.

Ashrei adam that is reverent always, but he that hardeneth his lev shall fall into ra'ah.
15
אֲרִי־ SDBH lion נֹ֭הֵם SDBH Like a roaring וְדֹ֣ב SDBH bear שׁוֹקֵ֑ק SDBH or a charging מֹשֵׁ֥ל SDBH ruler רָ֝שָׁ֗ע SDBH is a wicked עַ֣ל over עַם־ SDBH people דָּֽל׃ SDBH a helpless
As a roaring ari, and a charging dov (bear), so is a wicked moshel (ruler) over the am dal (poor people).

נָגִ֗יד SDBH A leader חֲסַ֣ר SDBH who lacks תְּ֭בוּנוֹת SDBH judgment וְרַ֥ב SDBH [is] also a great מַעֲשַׁקּ֑וֹת SDBH oppressor שֹׂנְאֵי SDBH but he who hates בֶ֝֗צַע SDBH dishonest profit יַאֲרִ֥יךְ SDBH will prolong יָמִֽים׃פ SDBH [his] days
The nagid (ruler) lacking tevunot (understanding) is also a great oppressor, but he that hateth betza (ill-gotten gain) shall prolong his yamim (days).
17
אָ֭דָם SDBH A man עָשֻׁ֣ק SDBH burdened בְּדַם־ SDBH by bloodguilt נָפֶשׁ SDBH . . . עַד־ SDBH into בּ֥וֹר SDBH the Pit יָ֝נ֗וּס SDBH will flee אַל־ let no one יִתְמְכוּ־ SDBH support בֽוֹ׃ him
If an adam is burdened with dahm (blood, murder) of any nefesh, let him be a fugitive ad bor (till the pit, death); let no ish help him.
18
הוֹלֵ֣ךְ SDBH He who walks תָּ֭מִים SDBH with integrity יִוָּשֵׁ֑עַ SDBH will be kept safe וְנֶעְקַ֥שׁ SDBH but whoever is perverse דְּ֝רָכַ֗יִם SDBH [in his] ways יִפּ֥וֹל SDBH fall בְּאֶחָֽת׃ SDBH will suddenly
He who walketh tamim (blamelessly) shall be saved, but he that is perverse in his drakhim shall fall suddenly.
19
עֹבֵ֣ד SDBH The one who works אַ֭דְמָתוֹ SDBH his land יִֽשְׂבַּֽע־ SDBH will have plenty of לָ֑חֶם SDBH food וּמְרַדֵּ֥ף SDBH but whoever chases רֵ֝קִ֗ים SDBH fantasies יִֽשְׂבַּֽע־ SDBH will have his fill רִֽישׁ׃ SDBH of poverty
He that tilleth his adamah shall have plenty of lechem, but he that chaseth after empty things shall have poverty enough.
20
אִ֣ישׁ SDBH man אֱ֭מוּנוֹת SDBH A faithful רַב־ SDBH will abound בְּרָכ֑וֹת SDBH with blessings וְאָ֥ץ SDBH but one eager לְ֝הַעֲשִׁ֗יר SDBH to be rich לֹ֣א SDBH will not יִנָּקֶֽה׃ SDBH go unpunished
An ish emunot (faithful man, loyal man) shall abound with birkhot, but he that maketh haste to be rich shall not go unpunished.
21
הַֽכֵּר־ SDBH To show partiality פָּנִ֥ים . . . לֹא־ SDBH [is] not ט֑וֹב SDBH good וְעַל־ for פַּת־ SDBH a piece לֶ֝֗חֶם SDBH of bread יִפְשַׁע־ SDBH will do wrong גָּֽבֶר׃ SDBH yet a man
To show partiality is not tov; for a piece of lechem that gever will transgress.
He that hasteth to be rich hath a rah ayin, and considereth not that want shall come upon him.
23
מ֘וֹכִ֤יחַ SDBH He who rebukes אָדָ֣ם SDBH a man אַ֭חֲרַי SDBH will later חֵ֣ן SDBH more favor יִמְצָ֑א SDBH find מִֽמַּחֲלִ֥יק SDBH than one who flatters לָשֽׁוֹן׃ SDBH with his tongue
He that rebuketh an adam afterwards shall find more chen (favor) than he that flattereth with the lashon.
He who robbeth aviv or immo, and saith, It is no peysha (transgression), the same is the chaver (fellow, companion) of an ish mashchit (man of destruction).
25
רְחַב־ SDBH A greedy man נֶ֭פֶשׁ SDBH . . . יְגָרֶ֣ה SDBH stirs up מָד֑וֹן SDBH strife וּבוֹטֵ֖חַ SDBH but he who trusts עַל־ in יְהוָ֣ה SDBH Hashem/Adonoi יְדֻשָּֽׁן׃ SDBH will prosper
The covetous stirreth up strife, but he that putteth his trust in Hashem shall be prospered.
He that trusteth in his own lev is a kesil (fool), but he who walketh in chochmah, he shall be delivered.
27
נוֹתֵ֣ן Whoever gives לָ֭רָשׁ SDBH to the poor אֵ֣ין SDBH will not מַחְס֑וֹר SDBH be in need וּמַעְלִ֥ים SDBH but he who hides עֵ֝ינָ֗יו SDBH his eyes רַב־ SDBH will receive many מְאֵרֽוֹת׃ SDBH curses
He that giveth unto the rahsh (poor) shall not lack, but he that hideth his eynayim meeteth many curses.
28
בְּק֣וּם SDBH come to power רְ֭שָׁעִים SDBH When the wicked יִסָּתֵ֣ר SDBH hide themselves אָדָ֑ם SDBH people וּ֝בְאָבְדָ֗ם SDBH but when they perish יִרְבּ֥וּ flourish צַדִּיקִֽים׃ SDBH the righteous
When the resha'im rise, adam hide themselves, but when they perish, the tzaddikim increase.
